About the Panelists:

Matt Leicester, MA, MBA, CEM, CHEC, NHDP-BC, EMT-P
Emergency Management Coordinator
Chesapeake Regional Healthcare
Matt Leicester is an emergency manager and paramedic with over 25 years of experience in public safety, healthcare, and emergency management across North Carolina and Virginia. Matt currently serves as the Emergency Management Coordinator for Chesapeake Regional Healthcare, and oversees their planning, mitigation, response, and recovery programs. Matt has a vast array of both routine and major response experience and has served in various leadership roles throughout his years of service.
Additionally, Matt is a Certified Emergency Manager (CEM) through the International Association of Emergency Managers (IAEM), Certified Healthcare Emergency Coordinator (CHEC) through the Augusta University Center for Operational Medicine, and has completed Critical Incident Stress Management (CISM) training through the International Critical Incident Stress Foundation (ICISF). Matt also serves as an instructor for the Department of Homeland Security and previously for the United States Department of State, as well as presenting at local, state, and national conferences over the past 10 years.
Michael Noha

Michael “Mike” Noha is a product of Chesapeake, graduating from Deep Creek High School and Tidewater Community College with a degree in the Administration of Justice. He is the City of Chesapeake’s CPTED Security Planner. He recently retired as a Sgt. from the police department where he spent over two decades serving and protecting the city he calls home.
He used his “outside the box” mentality through many different assignments during his career; Crisis Negotiator, Peer Support Team, Field Training Officer, First Aid Coordinator and Active Threat Instructor. He and his lovely wife are raising twins while both work in the field of public service.

Traci Richards, PhD, LPC, NCC

Traci Richards, Ph. D. is a Licensed Professional Counselor in the state of Virginia. She is responsible for the Behavioral Health programs at Chesapeake Regional Medical Center and also serves as an adjunct professor for Old Dominion University’s graduate counseling program. Dr. Richards has worked in various mental health settings, including private practice with a specialty in trauma and crisis intervention. She is a member of her local Medical Readiness Reserve, providing psychological first aid and trauma counseling interventions as a first responder to the crises in Virginia Beach’s municipal building and Chesapeake’s Wal-Mart.
